Abstract

The country’s administrative system is becoming diversified with the enforcement of the regional self-governing system in 1996 establishing local governments as independent administrative bodies. Thus the problems arising from conflicting relationships between various administrative bodies are becoming an important subject for research for both the local and national administration. The「Civil Servant’s Opinion Survey on Intergovernmental Relations in Korea」was conducted to gather basic research data on the administrative demands related to local self-government and for the development of solutions and alternatives thereof.
The survey has been conducted every 3 years since 1996 among the central government, metro local government, and local government officials, and this data was collected from the local governments officials in 2008. The questionnaire consists of questions on intergovernmental relations such as functional, financial, human, and regulative relations.
