Abstract
이 조사는 국가인권위원회가 정신병원 입원 환자들의 격리 또는 강박에 의한 인권피해 실태를 파악하고자 시행한 것이다. 자료는 전국 22개 정신병원의 환자와 직원을 대상으로 수집되었다. 이 자료는 직원 286명으로부터 수집된 것으로 환자 격리 및 강박 사유, 격리 및 강박 시행 시 고려사항과 어려움, 격리 및 강박 시행경험, 격리 및 강박 과정에서 발생하는 인권침해 사례, 격리 및 강박에 관한 정부지침 이행실태, 정부지침 개선사항에 대한 의견, 부당 격리 및 강박 발생원인에 대한 의견, 정신장애인 인권보호 방안에 대한 의견 등의 내용을 포함하고 있다.
