Abstract
이 조사는 국가인권위원회가 소방공무원의 인권상황을 파악하려는 목적 하에 이들의 근로안전 및 보건 실태에 관한 자료를 수집하고자 시행한 것이다. 자료는 전국의 지방직 소방공무원 8,525명으로부터 수집되었다. 조사내용은 교대주기, 대체근무, 법정휴가, 육아휴직, 업무인력, 신체적 폭력, 직장 내 차별, 일-가정 양립 등 근로환경에 관한 사항, 부상, 공무상 요양, 현장 위험요인, 교통사고 등 안전에 관한 사항, 흡연, 음주, 운동, 수면, 주관적 건강상태, 질환, 병결, 우울증, 자살생각, 의료이용 등 보건에 관한 사항, 퇴직 후 계획, 정년, 연금 등 노후보장에 관한 사항으로 구성되어 있다. 이 외에 직무유형별 특수성을 고려한 구급 부서의 인력, 개인보호장비, 환자이송, 화재진압 및 구조 부서의 지하 및 맨홀 작업, 현장안전관리, 개인안전장비, 119 종합상황실의 근무환경, 감정노동, 직무소진 등도 조사내용에 포함되어 있다.
