Survey on Job Rotations for Government Employees in Charge of Education Policies, 2010

This survey was conducted to investigate the effects of personnel transfers due to the job rotation system on the enforcement of education policies. The survey was conducted among the public officials of the Ministry of Education, Science and Technology in charge of policies to ascertain the conditions of job rotations and the administrative vacuum created as a result.
The major topics of the survey include number of different positions worked, time worked at previous position, status of assignments at previous position, method and time required for job transition (transfer of duties), level of satisfaction and difficulties of job transition, effectiveness and problems of job rotation system, major advantages and disadvantages of job rotation system, primary consideration for job position placement, optimal cycle for job rotation, proposal for minimizing workplace vacuum.
