Since the Roh administration the need for human resource development in the public sector on the level of government reform has been increasing. This survey was conducted to analyze the effects of education and training programs for high-level government officials and to investigate how it contributes to work attitude and organization from a strategic human resource development perspective. The survey was conducted among candidates for Senior Civil Service (SCS) who have completed training and among their colleagues, subordinates, and superiors.
The questionnaire was designed to evaluate relatedness of training and job, instructors’ capabilities, education methods, distinctiveness of education content, reflection of education training results on personnel evaluation, job competency, job satisfaction, organizational commitment, and job performance by those who have completed training. It was also designed for the colleagues, subordinates, and superiors of the trainees to evaluate job competency and performance of high-level government officials.
