In 2000 7.6% of the Korean population reached the age of 65 establishing an aging society and is expected to become an aged society by 2019 and a post-aged society by 2026. Among the various policies through which the government is coping with the dramatic increase in the population of the aged, reform of the compulsory retirement system is known to be the most effective. But the extension of the retirement age for civil servants has raised multiple points of contention such as the increased financial burden on citizens, equity with the private sector, and equalization among all public officials. In order to deal with such issues the「Study on the Reforms for the Civil Service Compulsory Retirement System in an Aging Society」was conducted and this survey was conducted to collect basic data for the study.
The survey was conducted among average citizens and civil servants and this data was collected from citizens. The questionnaire of this survey includes topics on appropriate age for retirement, extension of the retirement age of civil servants, retirement system commensurate with rank, adjustment of pensions for civil servants, reduced salary workshare program, reemployment of retired civil servants, and open post.

「고령화 사회에 대비한 공무원 정년제도 개선에 관한 조사」는 일반국민 (A1-2006-0091)과 공무원 (A1-2006-0092) 으로 구분되어 동시에 시행되었다.
