Abstract

The implementation of government reform, one of Roh Moo Hyun Government’s national challenges, requires recognition of its necessity by civil servants and their taking active initiative. But the current audit system has obstacles blocking the road to government reform. The purpose of this survey is to clarify the problems of the audit system which in its conservative and restrictive nature carries aspects in conflict with reform and to collect data to seek a direction for reform for the establishment of a reform friendly audit system.
This data was collected from civil servants of government offices in charge of reform and the questionnaire includes contents on attitude towards the auditing of legality and performance, necessity of different types of audits, areas of difficulty in pursuing reform measures due to audits and its reasons, audit progress evaluation, evaluation of situational exceptions to audits, supplementations in case of recognition as exception to audit, reform measures’ potential for success in case of recognition as exception to audit, attitude towards relationship between auditing institution and audited institution, degree of audit’s interference in work.
