Abstract

As society becomes increasingly diversified and specialized there are limitations in the ability of the nation, market or citizens as a single representative social bodies to singularly solve social problems. Thus the importance of cooperation among diversified social bodies with each its own specialization, or ‘cooperative governance’, is on the rise. The Korea Institute for Public Administration conducted the「Study on Governance in Korea」in 2005 and 2006 in order to respond to the changes in the administrative environment brought on by the new governance paradigm represented by what is ‘cooperative governance’ or ‘network governance’. This survey was conducted to collect data for the 2006 study and was collected from civil servants of the central government and committees.
The questionnaire of this survey is largely divided into topics on the understanding of civil servants on the types of governance and topics on civil servants network. Topics on the types of governance are bureaucratic governance, market/corporate governance, and network governance, and topics on civil servants network are rate of contact with government and non government organizations, reason for contact, frequency of contact, relationship in contact, and methods of contact.
