Abstract

The「Study on the Analysis of the Effects of Employment Counseling」was conducted to derive policy implications and to evaluate the limitations and accomplishments of the counseling services of public employment security offices that have been introduced and strengthened as a part of measures against unemployment following the IMF financial crisis. The「Survey on the Use of Public Employment Counseling Services」was conducted to collect basic data to be used in the above study. The survey target was divided into the employed and the unemployed groups to analyze the effects of counseling.
The questionnaire of this survey is largely divided into three parts including state of utilizing public employment security offices, job seeking activities, and work experience. The questions on use of public employment security offices include agency first visited, reason for visit, experience of having used other agencies, service received, contents of employment counseling, number and hours of employment counseling, frequency of employment counseling, whether or not a job was offered, and the helpfulness of public employment security offices in gaining employment.
Questions on employment seeking include channel of seeking employment, number of inquiries regarding employment, number of times resume was submitted, number of interviews conducted, whether he or she holds certificates/licenses, whether he or she has received job training, elements for consideration in getting a job, and prospect for employment. Questions on work experience include industry of previous occupation, current occupation, type of employment, size of organization, monthly salary, and reason for leaving. Questions regarding channel of employment and state of employment have only been included in the questionnaires given to those already employed.
