Laws are enacted following a series of legislative process but for the social value of a law to be maintained it requires the support of the members of society. In other words, in order for a law to fully carry out its function the law has to reflect the diversely changing attitudes and perceptions of the citizens. This survey was conducted by the Korea Legislation Research Institute to investigate people’s changing patterns of legal values in response to the changing times conducted in 1991, 1994, and 2008.
This data from the 2008 survey partially includes identical topics that allows for time series comparison with previous survey data. This survey questionnaire is composed of social values, legal conscientiousness, lawful living, the judicial system, and major current laws. Questions on social values include decision making within family, legal prejudice against women, military service credit system, and social distance in dealing with foreigners. Questions on legal conscientiousness include image of law, need for law, and complying with unjust laws, questions on lawful living include legal information, legal service, filing a lawsuit, legal education, legal knowledge, abiding by the law, and combating crime. Questions on judicial reform include fairness of trial, distrust of laws, law school, and the jury trial system, questions on major current laws include internet real name system, permitting euthanasia, abolition of capital punishment, constitutional law, election laws, labor laws, and environmental regulations.
