In the 1990s and thereafter studies on organizational culture have focused on investigating human/cultural elements of organizations to institute successful directions for reform. Many studies on administrative reform are also noticing the limitations of the logic of efficiency and are proposing the need to take interest in the human/cultural elements. The survey was conducted to collect information needed for the study of organizational culture as a precursor to the reform of administrative organizations. The questionnaire is composed of contents on evaluation of current organizational culture and preferred organizational culture for the future, and questions include task oriented culture of control, relationship oriented culture of balance, hierarchy oriented culture of strength, reform oriented culture of flexibility, inner-directed culture of balance, relationship oriented culture of strength.
