Abstract
The「Survey on Special Amnesty and Reinstatement」 was conducted to examine the opinions on the granting of special pardons since the inauguration of a civilian government and to collect the data necessary for the reform of the pardon system. The survey was conducted separately among citizens and law professionals, and this data was collected from average citizens. The questionnaire includes questions on the validity of the special pardons granted since the civilian government, logic behind the issuance of a pardon, and points of reform of the pardon system.
