Abstract
This study was conducted as part of the ongoing research project entitled "Comprehensive Measures on Youth Problematic Behaviors" which started in 2003, and its goal is to investigate the current situation of youth problematic behaviors at home and school as well as the use of existing measures to improve the functions of home and school. This study first discusses theoretical trends in youth problems at home and school, finds disputed issues, and reviews literatures on the effectiveness of education programs at home and school. Second, it analyzes the current condition of juvenile crimes and other non-criminal problematic behaviors. Third, it analyzes the current condition of school’s related education using a survey of middle and high school students living in Seoul. Fourth, it analyzes youth policy directions and success cases in various countries. Finally, as countermeasures, it suggests prevention methods and policy reform directions.

- Sampling Procedure
- In order to avoid sampling biased by school selection, I considered sex, levels of schools, and neighborhoods. Twenty-five wards in Seoul were grouped into four based on their locations and financial independences. Considering the degree of cooperation, I used the quota sampling method, and randomly selected 2-4 middle and high schools in each sampling group which yielded 22 schools in total. I randomly chose one or two grades in the selected schools. Grades were chosen considering the types of schools and students’ genders. Teachers in the sampled schools directly distributed questionnaires to the students, asked them to administer on their own, and collected the questionnaires on site.
