Abstract
이 조사는 국가인권위원회가 2012년 4월 인권조례 제정 이후 지자체의 인권조례 이행과정의 현황과 지자체 인권제도의 실태와 성과를 파악함으로써 지자체가 지역 주민의 인권을 보다 효과적으로 보호하고 증진할 수 있는 개선 방안을 모색하려는 목적에서 시행되었다.
조사는 2016년 4월말을 기준 인권조례가 제정된 86개 지자체(광역 16개, 기초 70개)의 인권 업무 담당 공무원, 지자체 인권위원회 위원, 지자체 단체장 등을 대상으로 시행되었다.
이 자료는 인권 업무 담당 공무원으로부터 수집된 것으로, 설문문항은 지자체 인권제도의 의의에 대한 인식(공통문항), 인권업무 수행, 인권제도 (사업) 평가, 주요 행위자/이해 관계자의 관심과 참여, 공무원 인권교육 증진방안, 대외협력과 인권거버넌스 등으로 구성되어 있다.
