Abstract
이 조사는 배출권거래제가 도입됨에 따라 기존 국가 온실가스 감축 제도였던 목표관리제의 향후 위상과 역할을 탐색하고자 시행한 것이다. 조사는 목표관리제 운영주체인 공공기관과 2011년 및 2012년 관리대상 지정업체를 대상으로 각각 실시되었다. 이 자료는 2012년 신규 관리업체에 관한 것으로 목표관리제 시행에 대한 찬반 입장과 이유, 목표관리제 이행계획, 목표관리제 이행에 따른 기대성과, 배출권거래제 도입에 대한 의견, 목표관리제 개선방안에 대한 의견 등의 내용으로 구성되어 있다.
