Abstract
이 조사는 한국행정연구원이 정부 회계제도 개혁의 일환으로 도입된 '발생주의 회계제도'(accrual base accounting)의 효과적인 운영 방안을 마련하고자 실시한 것이다. 동 제도는 현금수지를 기준으로 삼지 않고 재무상태를 변동시킨 거래발생 시점을 기준으로 회계를 작성하는 방식으로서 2007년과 2009년에 각각 지방정부와 중앙정부에서 시행되고 있다. 조사는 중앙 및 지방 정부 공무원과 지방의회의원 및 관련 전문가들을 대상으로 실시되었으며, 조사내용에는 제도 도입과정, 제도 추진환경과 운영실태, 제도 활성화 요인과 개선방안 등이 포함되었다.
