Abstract
「인권교육 실태조사」는 국가인권위원회가 인권교육 정책과제의 추진성과를 파악하고 그 개선방안을 마련하려는 목적 하에 학교 인권교육의 현황을 종합적으로 파악할 수 있는 실태자료를 수집하고자 시행한 것이다.
조사는 전국 115개 초·중·고등학교의 학생과 교사를 대상으로 실시되었다. 이 자료는 교사들로부터 수집된 것이며, 그 설문지는 인권교육, 인권환경, 인권의식, 교사연수, 교육운영 등의 주제들로 구성되어 있다.

층화집락표본추출
1. 권역별, 지역규모별, 학교급별, 계열별, 남녀공학여부별 학생수에 비례하도록 표본할당
2. 할당된 표본수를 학급당 학생수 25명으로 나누어 층별 표집 학급수 산출
3. 1개 학교에서 1개 학급을 표집하는 원칙에 따라 층별 표집 학교수 할당
4. 각 층별로 조사대상 학교를 무작위 추출
5. 조사대상 115개 학교별로 교사 2명과 교감 1명을 조사
