Abstract

The survey was conducted by the Korea Institute of Public Administration to examine the current state and limitations of the Top-down budget allocation system for the establishment of measures to improve the efficiency of the Top-down budget system. This survey was conducted among employees of 20 central government departments in charge of budget management to enable a substantive evaluation of the current Top-down budget system.
The major topics covered by the survey include rationality of setting budget expenditure limits, autonomy of budgeting, effectiveness of budget allocation, rationality of budget review, effectiveness of budget management, flexibility of budget management, connectivity between departmental budgets and government budget plan, easiness of the National Assembly’s budget review process, importance of the various effectiveness improving factors of the Top-down budget system, changes in external influences following the adoption of the Top-down budget system, rationale for abolishing and maintaining Top-down budget system, and plans for improving Top-down budget system.in
