Abstract

This survey was conducted by the Korea Institute of Public Administration to collect necessary data to provide measures for strengthening the accountability of public institutions including public enterprises and quasi-governmental organizations. The survey was conducted among the employees of public institutions and the questionnaire was designed with a focus on gathering opinions on the state of management of his or her institution of employment and measures for improving its accountability.
The main contents of the questionnaire include compliance with purpose of business, reflection of higher level institutions’ policies, reflection of performance-based system, autonomy over budget planning, autonomy over organizational management, transparency of decision making, cost reduction, reasonableness of evaluation, ethics, goal-oriented, quality of customer service, public participation, customer satisfaction, professionalism of service, release of management information, promotion of public interest, public confidence, contribution to society, relative importance between components of accountability, ways of improving structure of governance/evaluation system/audit system/performance management system.
