The Korea Institute of Public Administration conducted this survey to provide system improvement measures for the stabilization of labor management relations of public officers. In order to gather diverse opinions necessary for the reform of the system, the survey was conducted not only among public officers from both the labor and management sides but also among academics and members of citizen groups.
The main contents of the survey include the application scope of Public Service Labor Relation Law, permissible range of political activities by public officials, units in establishing labor union, range of union membership, treatment of full-time union officers, principle agents and range of labor negotiations, role of the National Labor Relations Commission, and measures for the advancement of labor relations of public officials.
