Abstract

Recently local governments have implemented an open recruitment system allowing the participation of experienced civilians as well as public servants in certain high level public positions requiring professional expertise. The Seoul city government has implemented and is currently running this system. This survey was conducted to investigate measures for effective future implementation of the system by evaluating the open recruitment system of Seoul currently in its early stages of implementation.
The questionnaire of this survey includes questions on awareness of open recruitment system, support of open recruitment system, level of satisfaction with open recruitment system, evaluation of the effects of open recruitment system, positions that require an open recruitment system, whether to expand positions for open recruitment, whether to expand temporary positions, evaluation of the fairness of employment process, employee evaluation of those hired through the open recruitment system, evaluation of the compensation for employees recruited through the open recruitment system, tenure for employees hired through the open recruitment system, evaluation of organizational adaptation skills of those hired through the open recruitment system, level of trust in employees hired through the open recruitment system, and problems with the open recruitment system.
