Abstract

The Roh’s government has continually pursued government innovations following its launch and consequently the targets as well as range of the government’s innovative efforts have continued to expand. Government innovation activities are followed by an evaluation of its results and such system of evaluation has revealed various problems such as the intervention of subjective elements. Thus, the 「Survey on the Innovation Evaluation System」was conducted as a need for evaluating and reforming the evaluation system of the government’s innovative activities has become evident.
This survey data was collected from those in charge of government innovation and evaluation and the questionnaire is divided largely into the assessment of the innovation evaluation system and its reform. The contents on assessment of the innovation evaluation system includes whether the diversity of departmental characteristics and departmental autonomy were taken into consideration, validity, credibility and objectivity of the evaluation. The contents on reform of innovation evaluation system include measures for procuring the diversity of departmental characteristics, measures for departmental autonomy, measures for validity, credibility and objectivity of the evaluation, and measures for building up the capacity of the organizations under evaluation.
