Abstract

Regulations can be beneficial for both citizens and corporations but may also result in incurring social costs such as imposing the burden of regulatory costs on corporations. The government is running various programs to solve problems caused by regulations such as regulatory reforms. Regulatory impact analysis is one of such programs aiming to systematically analyze the impact of regulations and to seek measures for maximizing social benefits. This survey was conducted to collect data to be utilized in seeking systematic reform measures for the effective implementation of regulatory impact analysis.
The questionnaire is divided into four parts including management process, structure and system, human and material resources, and organizational environment. Questions on management process are data collection capacity, analytical capacity, participation and communication capacity, follow-up capacity, and questions on structure and system are degree of process systematization, clarity of where the responsibility lies, and cooperative system of related units. Questions on human and material resources are sufficiency of human resources and budget, professionalism and technical skills, and experience of educational training, and questions on organizational environment are attitude of members, evaluation on leadership capacity, and evaluation on organizational culture.
