The performance-based compensation system adopted to improve the competitiveness among those in public office appears to have multiple problems in its standards and method of execution such as the distribution of bonuses according to seniority and equal sharing. The total payroll costs system was introduced to reform the problems of the compensation system of civil servants. The Korea Institute of Public Administration prior to the full-scale implementation of total payroll costs system conducted the「Study on the Improvements of Total Payroll Costs System」to seek measures for its stable implantation, and this survey was conducted to collect data necessary for the study. The survey was conducted among human resource managers of government and government-affiliated organizations and the questionnaire includes contents on trust in organization, procedural fairness, fairness of efficiency rating, profit sharing system, total payroll costs system, and formalization and decentralization.
