Public officials are often exposed to situations of ethical dilemma in performing their duties. Main examples of such situations include tasks relating to wage increases, promotions, and licensing. When facing such situations prior to taking action officials reason what is right and what is wrong in the cognitive stage. To investigate the main factors that influences the cognitive reasoning of public officials in situations of ethical dilemma the「Study on the Explanatory Factors for the Ethical Reasoning of Public Officials」was conducted and to collect data for this study the「Survey on the Ethical Reasoning Process of Public Officials」was conducted.
The questionnaire of this survey is composed of three parts dealing with ethical dilemmas and elements that should be considered by the officials in these dilemmas. First is being pressured by a superior to promote a junior staff, maintaining a personal relationship with the head of a private enterprise while also in a business relationship, and having to reconstruct missing payroll data.
