Abstract
The government made various efforts to firmly establish the employment insurance system since its implementation on July 1st 1995, including public relations activities, developing computer networks, and the enactment and modification of various regulations. But due to the lack of awareness about the program and distinctive characteristics of the early period of enactment, the employment insurance programs could not be well operated.
This survey was conducted to examine reform measures for the early establishment of the employment insurance system by investigating the problems in the implementation process of the employment insurance programs in the past year. The employment insurance system consists of three programs of the employment security, the vocational competence development, and the unemployment benefits, among those the unemployment benefits program enacted on July 1st of 1996 was not dealt in this survey.
This data was collected among corporate employees responsible for employment insurance and educational training and is composed of topics on awareness and need for employment insurance programs, state of employment, opinion on employment security, opinion on vocational training and vocational competency development, collection of employment insurance and state of employment, and general status of corporations.
