Abstract
This record survey was conducted to understand the types of fraud victims and offenders on the basis of investigation and trial records on crimes of fraud. Furthermore the survey was designed to examine the difficulties in indicting cases of fraud by recording not only cases that were indicted but also those that were not. The contents of the records include items on cases of crime, items on victims, items on mediator, items on personal profile of offender, type of non-prosecution, and reason for non-prosecution.
