Survey on the Age Standard for Juvenile Protection, 1999

The age standard for juveniles had been defined under article 22 of the Juvenile Protection Law as "those under the age of 18" until it was adjusted to those under the age of 19 through the amendment of article 2 in 1998. But laws and regulations other than the Juvenile Protection Law have varying definitions of the age standard. Thus there is increasing consensus for the unification of the age standard for juveniles used in related laws. This survey was conducted to investigate the people’s opinion on the consistency of the age standard for juvenile protection in order to provide useful data for ascertaining a reform direction for the age standard of major juvenile protection laws. The questionnaire is composed of contents including alcohol and cigarette sales restrictions to minors under the age of 19, entrance restrictions to certain entertainment establishments, entrance restrictions to video-rooms, viewing restrictions on adult movies, restrictions on using adult audiovisual materials, need for unified age standards for related laws and regulations, desirable age standard, and voting age.
