Abstract

The country’s administrative system is becoming diversified with the enforcement of the regional self-governing system in 1996 establishing local governments as independent administrative bodies. Thus the problems arising from conflicting relationships between various administrative bodies are becoming an important subject for research for both the local and national administration. In this context, this survey was conducted to gather basic research data on the administrative demands related to local self-government and for the development of solutions and alternatives thereof. This research survey was designed by defining intergovernmental relations as financial, human, and statistical relations, to examine how the enforcement of regional self-government has formed the relationships between central government officials and the civil servants of metropolitan and regional administrative bodies.
