According to a recent study by the Korean Institute of Criminology two out of three juvenile offenders become adult offenders and one out of three becomes a repeat offender. Such outcome leads to questioning the effectiveness of the current probation system dealing with juvenile crime and delineates a need for a reevaluation and critical examination of the overall policy on juvenile crime. The 「Survey on the Treatment and Rehabilitation of Probation of Parolee Early Released from Juvenile Training School」 was conducted to examine the state of treatment and guidance of those in the reformatory and the attitudes of those operating and benefiting from the probation system.
