Abstract
본 연구는 최근 각국에서 발전되고 있는 마약류 사범 처우에 대한 형사사법적 개입모형과 실천과정을 파악하고 정리함으로써, 이를 토대로 새로운 변화를 위하여 검토되어야 할 마약류 범죄의 특수성과 개입전략의 주요 원칙과 가치들을 파악하는데 중점을 둔다. 조사내용으로는 사범집단(구김시설처우집단, 보호관찰집단 및 치료보호집단)의 특성과 약물 문제수준을 비교, 분석하고 현행 처우의 문제점과 한계를 드러내는 작업을 수행하였다.

조사대상자 선정은 엄밀한 표본구성 절차와 방식을 따르기 보다는, 기관의 협조가능성과 조사기간 및 비용 드의 현실적인 한계를 감안하여, 협조가 가능한 치료보호기관, 보호관차소 및 교도소에서 현재 처분을 받고 있는 마약류 사용사범을 무작위로 선정하였다.
